Construction QA / QC / Cx Owners Representative Senior Project Manager

The ideal candidate will need to have the ability to understand and quickly implement the client / owner's quality control program and ensure the General Contractor is executing on this program effectively. This role will also need to understand the client / owner's commissioning program and strategically lead our General Contractor and integrate with our Operations team to deliver the programs goals and deliverables. Pre-Construction Work with the general contractor to create and establish the Master Project Schedule, based on the Critical Path and key milestones. (P6 cost/resource loaded schedule) Create and establish the Master Project Budget, including soft costs and hard costs, bonds, insurance, contingencies, allowances, etc. Support Contractor pre-qualification, bid solicitation, bid analysis and recommendations Support Contract negotiation, typically in concert with the Client's PM and legal counsel, including establishment of all GC "business terms" including mark-ups, fees, insurance, labor rates, escalation, etc Coordinate Design Team activities supporting Client PM Ensure AE is completing the complete list of City and/or other Authority approvals process, permitting, etc Coordinate Constructability review of the project documents Provide / Gather cost estimates working with subs and other vendors for scope gaps/changes Coordinate Value Engineering effort Manage access to project docs, grant access as required Setup Cx docs, sites, Groups for each project (grant/manage access) Produce Cash flow projections on a monthly basis Assist client in identifying, scoping, buying-out and scheduling of all Owner-direct vendors and consultant Construction Manage General Contractor and other directly contracted vendors on the ground Manage Cost / Change Control, including change order review, negotiation, & recommendations, delay analysis Coordinate Value Engineering Manage Cx meeting invites, GVC, rooms. Ensure Cx meeting agendas/minutes are distributed to the CFT by the Cx vendor Attend Cx meetings, as required. Ensure attendance of CM/GC and key subs/vendors at all Cx meetings Manage access to the site for Cx vendor Ensure required project Cx documents are reviewed by CFT per schedule Ensure all L1-3 deliverables required by contract docs are submitted by the CM/GC & vendors Escalate critical Cx issues to the CFT for response/resolution Escalate Cx vendor performance issues to the Cx Program Manager Assist DC PM and participate in Cx lessons learned Include Cx vendor in OAC and other project meetings Budget Management and Tracking Schedule monitoring, tracking and analysis Ensure GC/CM schedule integrates Cx schedule detail properly Document control (track and coordinate addenda, bulletins, new drawing sets, clarifications, etc) Ensure QA/QC is being followed and report any issues/gaps Monitor CM/GC performance & staffing in relation to Cx deliverables Invoice / Payment Application processing, tracking and reporting Process pay applications from Cx vendor Tracking of all key project documents, including submittals, RFI's, change orders, invoices and payments, lien releases, etc Coordination and management of all Owner-direct vendors, and consultants Attend Cx meetings, as required. Ensure attendance of CM/GC and key subs/vendors at all Cx meetings Coordinate Cx activities with DCD, NetDeploy, & HwOps during cluster turnup Closeout Initiate close out process prior to project completion, typically two to three months in advance Initiate review of FR checklist w/ Owner CFT, track/sign-off on items Establish close out documentation requirements. Collect and track receipt of all close out documents until completion, including warranties, as-builts, O&M manuals, etc. Assist with City and/or other Authority final inspections and occupancy process. Manage punch list, substantial completion and final completion process Negotiate, resolve and close out any outstanding change orders, quality issues or disputes Process and track any final invoices, payment applications, retention payments, etc Prepare and submit final project accounting and budget Assist client in scheduling, coordination and management of all Owner-direct vendors, consultants Provide oversight of QA/QC and Cx of project including work performed by General Contractor, subcontractors and other directly contracted vendors/suppliers. Support coordination and management of all Owner-direct vendors, and consultants for QA/QC and Cx related activities. Assist with coordination of Factory, Integrator and site QA/QC and Cx activities and ensure all required owner parties are notified. Manage QA/QC and Cx meeting invites, GVC, rooms. Ensure meeting agendas/minutes are distributed to the project team by the responsible party. Attend QA/QC and Cx meetings, as required. Ensure attendance of GC and key subs/vendors at all meetings Ensure GC, subcontractors and vendors provide and maintain project specific QA/QC plans. Ensure required project QA/QC and Cx documents are reviewed by project team per schedule. Ensure all QA/QC and Cx deliverables required by contract docs are submitted by the responsible party. Monitor GC and Cx Agent performance & staffing in relation to QA/QC and Cx activities Escalate critical QA/QC and Cx issues to the appropriate parties for response/resolution Escalate GC, subcontractor, vendor, or Cx Agent performance issues to the QCx Program Manager. Communicate on a weekly basis to QCx program team to provide project update, critical issues, critical activities, etc. Support project Budget Management and Tracking related to QA/QC and Cx activities. Provide schedule monitoring, tracking and analysis related to QA/QC and Cx activities. Ensure GC schedule integrates QA/QC and Cx activities into schedule detail properly. Support project document control (track and coordinate addenda, bulletins, new drawing sets, clarifications, etc) related to QA/QC and Cx documents. Review Invoice / Payment Applications as necessary. Coordinate QA/QC and Cx activities with DCOps, NetOps, & HwOps as necessary. Include Cx Agent in OAC and other project meetings Manage access to the site for Cx Agent. Process pay applications from Cx Agent Support close out process prior to project completion, typically two to three months in advance. EDUCATION and EXPERIENCE   Bachelor's degree (BA/BS/BEng/BArch) from College or University in a technical area of study. Minimum six years of related experience and/or training. Prior experience in a supervisory position (direct report responsibilities) required if specific duties include direct report responsibilities. CERTIFICATES and/or LICENSES   PMP (US and/or Canada) and LEED AP preferred. COMMUNICATION SKILLS   Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to read and understand architectural drawings. Knowledge in MS Project, leases, contracts, and construction practices. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
